Every vendor in this market claims something like this, and you have heard it before lunch. So here is the population, the bar, and what would prove us wrong. If a superlative is the only number on a page that doesn’t state its basis, it is the one you should trust least — including this one.
The population
Software that decides which infrastructure assets get funded and in what order: EAM suites with a planning module, specialist decision-support tools, consultancy models, and the spreadsheet most organisations actually run on. A few thousand products worldwide. 0.01% of that is the first handful.
The bar — four things at once
Score every asset class you hold, not the two the vendor knows. Rank them against a real constraint rather than listing them. Cite the instrument each score answers to. And — the one almost nothing does — refuse to produce a number when the evidence isn’t there. That fourth one makes demos worse, which is exactly why it is rare.
What would disprove it
A competitor that also declines to score an asset with no evidence rather than defaulting it to zero. A licensed implementation of CNAIM or API 581 shipping the coefficient tables legitimately — that would be deeper than what we have, and honestly so. Or any number in AIPP found to be fabricated. Any one of those, and the claim comes down.
Don’t take the claim. Test it.
Load your worst asset class — the one with the missing condition data and the costs from 2019. Watch what the tool says about it. If it scores everything and shows you a clean ranking, it is lying to you, and you have learnt something more useful than any demo could tell you.
Where we are weak, in writing: this is a young product, so if your procurement weights reference customers heavily that is a fair reason to rank us lower. The shipped risk coefficients are representative figures until calibrated against your failure history. CNAIM constants and API 581 damage factors come from those documents and from you — we ship the method, not the tables. And AIPP decides what to fund; it is not an EAM and does not execute the work.

Risk on every asset
Likelihood × consequence engines per class — representative for roads, bridges and rail; burst, CCTV, vegetation and structural models for water, sewer, electricity, facilities, fleet and marine. IIMM 1–5 condition grading throughout.
Value-ranked programs
A monetised value model (risk, service, safety, financial) ranks treatments by value-per-dollar. Budget what-ifs, an efficient frontier that shows where returns flatten, and a multi-year optimiser that prices the cost of deferral.
Evidence, sealed
Every score decomposes into its factors. Plans freeze into named baselines and diff year-on-year. Evidence packs seal with SHA-256 — anyone can re-hash the payload and verify nothing changed.

Data quality is scored per record against configurable, critical-weighted rules across DAMA dimensions — an auditable, ISO 8000-8-style measurement, not a vibe. Low-quality figures are visibly hedged, never silently trusted.
Regulator packs
Six report packs generated from the same scored data. A machine-readable provenance registry states each pack's status — representative, template or scaffold — so you can never over-claim by accident.
The claim we won't make: AIPP is "aligned" with a state road authority and RISSB methods and validated against your published standard during onboarding — never "certified" out of the box. The provenance registry in the product enforces that honesty. Regulators notice.
